Referrals to the Disclosure and Barring Service

After completing a thorough investigation, the Cylch should decide if it should make a reference to the Exclusion and Disclosure Service in the following circumstances:  

A person’s behavior puts a child at risk if they: 

• are harming a child;  

• cause a child to be harmed;  

• put a child at risk of harm;  

• attempt to harm a child;  

• encourage someone else to harm a child.
